AB 1732, Flora. Developing successor agencies: dealing with assets: Manteca City.
As of February 1, redevelopment agencies and community development agencies have been dissolved. 2012, and a successor agency is designated to wind down the affairs of the dissolved redevelopment agencies. This agency will, among other things, dispose of assets and properties of the former redevelopment agency as directed by the oversight board of the successor agency. Currently, successor agencies are required to dispose of specified assets and properties of the former redevelopment quickly and efficiently.

This bill would authorize the successor agency to the Redevelopment Agency of the City of Manteca to dispose of assets previously used as Qualex Incorporated, as defined, to a nonprofit organization that provides resources to homeless and low-income individuals, provided that the agency requires that the property be used for those purposes.
The property would revert to the City of Manteca or the successor agency if it ceases to be used for these purposes. If the bill passes, the successor agency or city of Manteca would be required to sell the property at fair market value and distribute the proceeds pro rata to each affected taxing entity. Bills provide legislative findings and declarations about the purpose for which they are passed.
Legislative findings and declarations are made in this bill regarding the necessity of a special statute for the successor agency to the City of Manteca Redevelopment Agency.
Several strips of raw bacon were strewn across the ground after vandals defaced a mosque in Manteca, Calif., on Tuesday.
Manteca police Sgt. Estarziau said officers were called to the Islamic Center of Manteca on Jan. 28 after reports of spray-painted vulgarities and raw bacon being found inside the front gate of the facility.
Several Council on American-Islamic Relations officials said Muslims do not eat pork products, and bigots use pigs or pork to insult Muslims.
Prior to this attack, vandals spray painted offensive graffiti on the property of the mosque.
The mosque has been targeted in the past and was vandalized in such a way that we urged state law enforcement authorities and the FBI to investigate this disturbing incident as a possible hate crime, Basim Elkarra, executive director of the council chapter, said in a statement.
Tuesday night, the FBI in Sacramento was unable to comment.
